The EU Diplomatic Spouses Circle was founded in Beijing, China, by Paul Verrips and Igli Kocibelli to create a more supportive social environment for EU Delegation spouses and partners.

As interest grew, the community expanded organically to include spouses and partners from EU Member States and the embassies of Norway, Iceland, Switzerland, and Liechtenstein.
